The College of Emergency Medicine is recommending that our members and fellows use these templates if none are provided by their employing organisations. GMC Consultation on Revalidation Regulations 

The GMC has issued a consultation on the responsibilities held by the GMC, Doctors and employers in revalidation. They are welcoming feedback on the document until the 27th January 2012. The results are to be published in Spring 2012.

GMC Consultation on Revalidation Regulations

GMC Fitness to Practise conference - Responding effectively to concerns about doctors (Friday 9 December, Church House Conference Centre, Dean's Yard, London SW1P 3NZ) - At this conference, the GMC will:

  • Explain the changes being made to GMC processes following an investigation.
  • Ask how the GMC can maintain transparency if a doctor accepts a sanction without a hearing.
  • Talk about how the new Medical Practitioners Tribunal Service might change the way that hearings are run. 
  • Consider how to balance the needs of sick doctors against GMC responsibility to protect patients.

GMC Revalidation Leaflet

On Monday 5th December 2011 the GMC are sending out a leaflet about revalidation to all doctors on the medical register. They aim to distribute this leaflet to every doctor by the week before Christmas.

The leaflet addresses the need for regular appraisal and reading the GMC’s guidance on revalidation preparatory for its commencement at the end of 2012. It raises the issue of whether a doctor working overseas or in a role where a License to Practise is not required should retain their licence.  It also confirms that, in Spring 2012, the GMC intend to request confirmation of the organisation every doctor will link to for revalidation.

This leaflet is the first of several direct contacts with doctors that the GMC are planning to make over the coming months regarding revalidation.

Specialty Standards Consultation Document

The Academy Of Medical Royal Colleges (AoMRC) has worked with the Medical Faculties and Colleges to produce a revised Specialty Standards Guidance document. For ease of reference, the document gives generic guidance on supporting information required for annual appraisals and revalidation, followed by specialty specific guidance for those working in Emergency Medicine at the end of each section.

Survey on the Role of the GMC in CPD (15th March 2011) - Please participate in this informal GMC survey exploring how they can help doctors plan, carry-out and evaluate CPD relevant to their practice.

The College is trying to establish if there are Consultants or SAS doctors working in Emergency Medicine who may have difficulties revalidating using the proposed process due to the complexity of their working arrangements. If your work involves sessions outside of the ED (clinical/management/voluntary) please complete this survey:

While there was support for many of the proposals, it was also clear there are still concerns about how the process will work in practice. The response outlines how the GMC intend to move forward with their plans, and identifies the specific proposals that will be reviewed.

The UK Government has demonstrated its clear commitment to revalidation by pressing ahead with the appointment of Responsible Officers. The GMC, along with the four health departments and employers, is now moving into the implementation phase and are planning to begin the roll out of revalidation in 2012.

  • The GMC consultation on Revalidation closes on the 4th June 2010.

April 2010

The podcast, which has been produced by freelance journalist Tracey Logan, explores what revalidation will mean for doctors and their patients, and features interviews with:

    • Niall Dickson, Chief Executive of the General Medical Council
    • Professor Malcolm Lewis, GMC Council member and Director of Postgraduate Education for General Practice at Swansea University.
    • Jeremy Taylor, Chief Executive of National Voices, a charity representing 200 patient organisations in England
    • And members of the public.
  • The College Revalidation Subcommittee has produced interim guidance for EM doctors about revalidation, which includes:
    • An outline of the proposed revalidation process and what it means for you
    • Advice on the quantity and quality of supporting information you will need to collect
    • Information about current piloting projects in England
    • The role of the College
    • Sources of further information and a glossary of terms and organisations involved
    • The EM specialty standards, bibliography and checklist.

March 2010

  • On 1st March 2010 the GMC consultation on revalidation opened. The consultation focuses on four areas:
    • How revalidation will work
    • What doctors, employers and contractors of doctors' services will need to do
    • Patient and public involvement in revalidation
    • How and when revalidation will be introduced.

This consultation is one of the last major opportunities to influence how revalidation will work. It is therefore very important that as many of our specialty as possible submit responses to the consultation.

As part of the GMC consultation on revalidation, the GMC has launched a toolkit to help local groups of doctors and patients share their views on how revalidation might work in practice.

The toolkit can be found at www.gmc-uk.org/thewayahead/toolkit and contains:

  • A guide to holding a discussion
  • Discussion topics for doctors, employers, and patients and the public
  • A PowerPoint presentation which gives an overview of revalidation and helps to explain the background to the consultation
  • Three user guides aimed at doctors, employers, and patients and the public
  • Downloadable posters to help groups publicise your discussion event
  • And banner adverts for groups to publicise the GMC's consultation on their websites.

January 2010

  • The specialty standards for Emergency Medicine have been provisionally approved by the GMC, pending the GMC consultation on revalidation which will open in March.

December 2009

  • The DH (England) has produced a draft timeline of activities for revalidation. This is likely to be revised and change a good deal but it is an initial attempt by the DH at mapping some of their key workstreams:
    • Pathfinder Pilots Strategy and Governance Agreed: End 09
    • Specialty Standards: GMC Sign Off End 09
    • Pathfinder Pilots Begin: Jan 2010 
    • GMC Consultation:  March 2010 - May 2010
    • Strategic Outline Case for incoming government and initial cost/benefits: April 2010
    • End Pathfinder Pilots: March/April 2011
    • Evaluation of Pathfinder Pilots: Summer 2011
    • Strategic Case for Revalidation: Summer 2011
    • Early Adopters: Autumn 2011 (potential roll out dependent on agreement of the GMC over whether ‘live’ revalidation recommendations or as a dry run)
    • Full Business Case for Treasury: Early 2012.

November 2009

  • The College has begun a survey of randomly selected Fellows to develop consensus based tools for MSF and patient feedback.
  • The College has submitted specialist standards to the GMC for approval.  Sign-off will hopefully be forthcoming by the end of 2009.
  • On 16 November 2009 the GMC introduced the license to practice. To practise medicine in the UK all doctors are required by law to hold both registration and a licence to practise.
